platform of the Frente por la Unidad de los Trabajadores (FUT - Front for the Unity of the Workers), which is presenting candidates in the June 15 elections in Spain. Participants in the FUT include our comrades of the Revolutionary Communist League (LCR), the Communist Action organization (AC), and the Organization of the Communist Left (OIC). **** Since the death of france the struggle of the workers and peoples of the Spanish state has gone through an unprecedented upsurge and has placed the conquest of full democratic rights and satisfaction of all the demands of the workers and people on the agenda. The Suárez govemment has tried to respond to this struggle by attempting to simply reform the old regime, postponing any solution to the major political and social problems in the Spanish state. In this situation the elections that have been called by the government are not free, nor do they permit getting rid of Francoism definitively: Many prisoners are still being held behind bars; not all the political parties have yet been legalized (and there is the threat that they will not be); more than 2 million young people have been denied the right to vote; the Cortes will have a bicameral structure that deprives it of any constituency powers; most of the means of communication remain inaccessible to the workers parties, etc. Under these conditions the elections do not correspond to the aspirations of the workers and people's movement, and for this reason they will not represent a solution to the present political, economic, and social crisis. It is clear to us that in any electoral process under the capitalist system the toilers cannot accede to power by respecting the rules of this process, cannot further a policy of economic, political, and social transformations of a socialist type. Nevertheless, the united participation of all the workers forces would undoubtedly serve to counter the plans for an election victory for the bourgeois parties in the best possible way and would also facilitate denunciation of the undemocratic character of these elections, a task which is closely 8 linked to conducting mobilizations in the work places and in the streets. For this reason, our participation in this electoral process will in no way mean that we accept the authority of the Cortes which may emerge from this process; on the contrary we will continue to stress the necessity for genuinely free elections to a constituent assembly. The formation of the Front for the Unity of the Workers corresponds to this objective, for it aims at popularizing an alternative capable of responding to the policy of big capital and of forging agreement with the greatest number of workers forces. Toward this end, this bloc is not at all intended to be closed to the integration of other united alternatives or to the participation within it of the greatest number of workers and various popular sectors. The struggle for full political freedom, for the demands of the workers and people, for international workers solidarity and against capitalism must be the basis of the program upheld by all those who support this front. the program 1. For full political freedoms Under the pressure of the mobilizations of the masses of all the nationalities of the Spanish state, the government has been compelled to broaden the range of political freedoms since the death of Franco. Nevertheless, the restrictive application of these freedoms, the slowness and reserve in granting total amnesty, and the obstacles to the exercise of the right of self-determination make the struggle for full political freedoms one of the urgent objectives of the working masses:
*For total amnesty; freedom for the political prisoners and free return of the exiles. Amnesty for all victims of Francoist labor and social legislation.
*Legalization of all the organizations of the workers and people's movement.
*Dissolution of the repressive bodies and fascist gangs. Dismantle the Francoist military system.
*Freedom of expression, propaganda, strikes, demonstration, and asociation. For the extension of these freedoms into At the same time, besides winning these freedoms, it is also necessary to impose a general political framework that liquidates the political structures of Francoism. The framework now being offered by the Suárez government cannot do this. Against the government's policy of continuity:
*Free elections to a Constituent Assembly based on direct universal suffrage and the right to vote at age 16. For the
*Against any form of national oppression, for the free right to self-determination: Free elections to constituent assemblies for the nationalities of the Spanish state;
*For free municipal elections. 2. For the demands of the workers and people; against the social pact The ruling classes are attempting to find a solution to the sharp economic crisis racking Spanish capitalism by increasing exploitation of the workers and unemployment. The bourgeoisie is trying to draw the working masses themselves into this operation through the social pact. The Front for the Unity of the Workers calls for struggle against the social pact and against all maneuvers of the ruling class aimed at involving the workers in administering the economic crisis. It calls for ireconcilable struggle to defend and improve the living conditions of the toilers, against the acumulated privileges of captialism, and proposes the adoption of measures aimed at making the consequences of the crisis fall on those who are really responsible, the exploiters.

It is through this road that it will be possible to establish a workers government, the only government capable of advancing a solution to the present crisis favorable to the workers. Finally, this fight cannot be led to completion in the framework of capitalist society, but must continue through the conquest of socialism, with a new state based on workers councils.
*For the independence of the workers and people's movement.
*For a workers government.
*Toward the building of socialism based on workers councils.
