VO NGUYEN GIAP, defense minister of North Vietnam. Since the stunning defeat of the U.S. and its Saigon puppet forces at the beginning of February, officials in Washington have been speaking in most respectful tones of General Giap, to whom they ascribe the strategy that assured the victory of the Vietnamese freedom fighters.
